This PR adds an intermediate, temporary version 0.95 of the CW3E dataset for intermediate, private use. This version of the dataset includes universal bias corrections but does NOT yet include HUC-based bias corrections. The final version 1.0 of this dataset will include both universal bias corrections and HUC-based bias corrections and will replace this version once it has been finalized.
