Reenable JACK support for Windows 32bit builds #1971

As of 2024-04-29 the jack2 package is not available in the pacman repos for Windows 32bit anymore (see 2b03ad763153775021d093bc92f46fea477c55a9).

Hopefully this is just a temporary thing and we can reenable JACK support before the next release.
