Sparklines don't display when a site is set to private #138

Steps to Reproduce

I am a site owner. When I set my site to private, the sparklines no longer show and I see a message in each one saying no data is available:

When I set the site to public, the sparklines show correctly:

As a site owner, the sparkline plots should always be visible to me (regardless of whether the site is public or private). Also, the message that there is not data available is incorrect.

Expected Behavior

As a site owner, I should always be able to see the data sparklines, regardless of the site's public/private status.

Actual Behavior

As a site owner, when I set the site's status to private, I can no longer see the sparkline plots and an incorrect message is displayed indicating that there is no data available.

@horsburgh Are you still seeing this problem? Ken has since updated the LRO instance and I couldn't reproduce the problem on any of our instances or locally so I'm hoping the new deployment approach resolved this.

I am still seeing this on beta and the lro instance.
