We want HydroServer to be able to host a general audience of users, not just the Logan River Observatory. Instead of adding links to the LRO website,
[x] Allow the user to input clickable URLs into their site tags.
[x] Add a tooltip in the SiteForm that explains what site tags are for and that they're able to handle URLs
