Users have requested the ability to opt out of one or both OAuth login services (Google and ORCID).

[x] Make it so OAuth isn't required to start up the services
[x] Create configurations to opt out of one or both services
[x] If the system admin hasn't set up the OAuth keys or has opted out of the services, hide the 'sign in with OAuth' buttons
