windows 8 app wont install #771

new windows 8.1 laptop (not pro)

as a temporary try I have:
turned off UAC
turned off avast
turned off any other security checks I could find

it asks me to run as administrator, click yes then "this app won't run on your 
pc comes up"

tried compatibility mode windows 7 but no luck.

i have used this on multiple windows 7 and xp machines at home and work and 
never had an issue like this.

anyone else or is this something specific to my windows 8.1 install?

after much searching, uninstalling avast, installing optional updates (none of 
which worked), I eventually tried installing 2.7.6.1 and it worked first time!

I had downloading 2.7.9.0 from Kent several times and so unless the Kent mirror 
is broken it seems, to me, that it is that specific version with win 8.1. or 
maybe it is win 8.1 and my laptop config (asus g771)
