Add my public peer #177

Hello, This peer should be active hopefully forever. Or at least as long as I can afford to maintain it, which so far has been a few years. It took me a little while to make the pull request not because of any issue with the file but rather because I had an issue with cjdns, which I discovered was because I had too many peers. Had to use the file to ping all peers at the root + manually edit the config on my server, and then ping -6 from the server (because, of course, my home ISP doesn't do IPv6 right now for some reason) each of the IPv6 peers it connects to to figure out which ones I'd be taking out (unfortunate that the script doesn't do the IPv6 addresses). I won't yet make a list of the dead ones as I'm not sure if they're always dead or merely were just dead today. Though, I did notice that none of the Russian peers are up for me, likely the result of some form of censorship, as I find it hard to believe that 5 or so peers are all offline from the same country.

I'll also mention, I'm not sure who I should mention it to tbh, that I noticed the fc00 map that I used to see if I was actually connected to Hyperboria a while back seems to be dead. I seem to have found that it used to be fc00.org and fc00.io, fc00.org is just plain dead as a link. fc00.io is a weird thing in that there's https://peers.fc00.io/ that seemed to have at one point been intended to list online public peers taken from here, but now is a random blog from someone name ansuz?

I'll also also mention that a few months back the IRC servers on both Hyperboria ( fcdc:xxxx:xxxx:xxxx:xxxx:xxxx:xxxx:xxxx ) and Yggdrasil ( 201:xxx:xxxx:xxxx:xxxx:xxxx:xxxx:xxxx ) that had a channel for both #cjdns and #yggdrasil seem to have both vanished at roughly the same time, I've been looking in the past few days into both to see if perhaps the issue was with dead peers isolating me from the network, but it appears that they both actually died for real. I'm not sure either who managed both of them nor why they just dropped dead, so I'm just mentioning it so that if it wasn't planned someone can hopefully contact whoever managed them.
