Change Title on HTML Scriptures #4

As of right now if you are in for example, 1 Nephi Chapter 15 will show up as "Chapter 15". All the HTML files need to be changed to the prior format. I'm going to need a lot of help for this.

If anyone knows of an automated tool, it would help greatly!

Due to serious refactoring, this will no longer be an OpenGospel issue, but will be handled by individual modules.
