Switch from Travis to GitHub actions #225

I'm leaving the CircleCI builds alone for now as they hopefully work fine

There are a few test failures on Actions but we won't see them here until we merge in the initial config, so I will do that then open up a follow-up PR to do some infrastructure improvements and fix the remaining tests.
