Build project on github actions

Copied base structure from hyperium/hyper, and modified it to fit hyper-tls. Included a format fix performed with cargo fmt, otherwise this workflow would not pass itself.

@seanmonstar , there's a mixed use of travis and github actions among the hyperium projects, i plucked most pf this yaml from hyperium/hyper. It adds cargo fmt and clippy as well as tests generating docs.
