Warp route: deploy tooling to deploy a Fuel HypERC20 connected to EVM HypERC20s #71

Should include:

  1. Configuring gas routers for EVM and Fuel contracts (i.e. Fuel -> EVM and EVM -> Fuel)
  2. Deploying the Fuel contract (likely with some configurations to do with decimals, due to the decimal restriction described in #69)
  3. Enrolling existing routers on the Fuel contract
  4. Enrolling the Fuel contract as a router for the existing routers
