Redesign chain filters and filter testnet by default + add PI from registry #64

Chain filtering may be currently broken

Problems to solve:

  1. New permissionless deployments from registry
  2. Too much testnet traffic in the feed
  3. Too many chains in the filter list
  4. Needing to press apply is annoying
  5. Not clear what filters are active
