Hyperlane Gnosis Safe integration #2193

Gnosis safe's exist necessarily on a single chain only today. However, Safe's (similar to DAOs) may want to own assets on other chains and do actions on other chains. This bounty is for creating a simple way for Safe's to be able to do that.

https://github.com/mukututech/mukutu-safe by @davidsemakula already did all of the heavy work, but would just need to get updated to v3 and the latest version of ICAs

Reopening this, would't call this solved. ICAs are just the lower level implementation detail, actually building useful tooling and UIs are around is IMO the bigger lift
