Validators are constrained to AWS

Problem:

• PI deployers can stumble over needing to setup a checkpoint syncer for the validator and making that accessible to relayers. Either they have to use AWS which itself requires a lot of setup or they use a local check point syncer in which case validator and relayer have to generally run on the same machine like a local laptop which makes them less friendly to running on the cloud. Even when running on the same machine, when using docker, mounting the folder through to the agents in the container can be difficult.
• While #2120 has been addressed through automatically announcing in the validator, that does requires on-chain funds on the validator.

Curious where you're going with this? What more do you want?

Several folks have been running into this issue, mostly missing --allowLocalCheckpointSyncers was not set. Short-term, the agents should highlight this more in the logs, longer-term, imo validators should be able to default to some checkpoint registry that works out of the box
