Supersedes https://github.com/hyperlane-xyz/hyperlane-warp-ui-template/pull/60 which should be removed from eclipse-mainnet

I was originally imagining between the "RECIPIENT ADDRESS" grey box and the "TRANSACTIONS"

Hmm, I disagree that there should be a new section, essentially creating two separate review sections. The current grey box is where 'info you should confirm' lives. Though I'm open to adding more detailed gas info in the current box
