Interim guide Bringing Permissionless Deployment To Production after we work on infra to SDK CRUD migration

should include

using a protocol fee hook to charge/set up IGP (may need an aggregation of PF hook + merkle tree hook)
specifying white/blacklists to only process their messages
maybe something about transferring ownership?
