Offer a setup with a single Issuer/Verifier AcaPy #55

For debugging purposes having a horizontally scaled Isssuer/Verifier setup makes it harder to debug the AcaPy. Therefore, we want a single instance setup that can easily be started via the .env configuration file

Maybe, nginx recognizes if only one isser/verifier AcaPy exists and will only route traffic to one instance even though many more are specified via the nginx.conf?
