Adding support for metadata with inbox creation

Short description of what this resolves:

We added support for saving metadata dictionary values on mediator inboxRecord.

Changes proposed in this pull request:

• MetaData object is of type Dictionary<string, string> therefore it can be stored under Tags property on inbox record
• Unit tests were created for both flows - with and without MetaData
