Need a mode that when set only allows certain JSON-LD contexts.
Need to be able to store some JSON-LD context documents locally (and disable downloads for these context documents).
CRUD to set these JSON-LD contexts.
- Need controller APIs.
- A component of vdri.
Is a shared component. Needs to be useable for Verifiable Credentials and LD Signatures (#1341) and also DIDs (#1326 ).

^ this is effectively implemented with a read-only document loader cache (already done I believe)
