Added a "Resources" section #56

Adding a list of links so that anyone who arrives on the page will immediately have places to go to get more information about how to contribute to the HL T&E WG.

Hi, Morgan. Thanks for the PR. I made a comment on the change. Also, changes require DCO signoff (use the -s option for git commit) before they can be merged into the repo. Can you update this PR to reflect those two items?
