Description of the Change

Added descriptions of the following params:

mst_expiration_time
max_rounds_delay
stale_stream_max_rounds

@neewy I am not sure that both suggested changes are applicable at the moment. There were no load tests for MST transactions yet, and testing for 500ms delay is still in progress.
