The instructions for building the protos / mocks using Docker were out of sync with the current Dockerfile.

Hello. I apologize for missing this PR for so long! The change looks good and I would like to get this merged. There have been some updates to fix the go compiler issue this build is having now, can you rebase this against master so we can get the build to complete? Thanks!
