Initial take on the structure for a Go wrapper. Planning to piecemeal the work.

Per discussion at the Ursa community meeting we will follow the language bindings RFC and create a separate repo for this code. https://github.com/hyperledger/ursa-rfcs/tree/master/text/language-bindings
