adding CII best practices badge status #147

One of the CII best practices requirements is clearly self serving in that it requires us to display our CII badge on our website. OK. Here it is.

We should run through the CII questionnaire in a community meeting. Everyone should be aware of these best practices and we might find we have some optimistic answers e.g.: https://github.com/hyperledger/ursa/issues/148

That said I think the questionnaire is substantially correct and displaying this badge status is appropriate.
