Changelog is out of date #148

As part of CII badging we do claim to have a changelog https://bestpractices.coreinfrastructure.org/projects/2447 https://github.com/hyperledger/ursa/blob/master/CHANGELOG but it seems we've been forgetting to update it. At the moment we are on version 0.3.5 on crates.io but the changelog only documents our initial 0.1.0 release.

I'd like to add automatic changelog generation

Based on conversation during 26 Oct 2022 meeting, best solution would be setting up automatic generation of the changelog.
