This PR includes the following changes:

Updates on charts to support add orderer node operation using helm charts
Updates on playbooks to support add orderer node operation using playbooks
Updates on documentation
Other minor adjustments on tpl files

As a side note:

The new orderer added is a follower. Possible future improvements: Make the new orderer as consenter
