Update Weaver Identity RFC Specifications #2478

  1. Replace content in https://github.com/hyperledger-labs/weaver-dlt-interoperability/blob/main/rfcs/models/identity/iin-steward-agent.md with specification for the design of an IIN trust anchor.
  2. Merge content of folder https://github.com/hyperledger-labs/weaver-dlt-interoperability/tree/main/rfcs/protocols/id-config-sharing into https://github.com/hyperledger-labs/weaver-dlt-interoperability/tree/main/rfcs/protocols/identity and https://github.com/hyperledger-labs/weaver-dlt-interoperability/tree/main/rfcs/protocols/discovery (Possibly move some of the content from the old protocol specification to discovery).
