Edit issue templates mentioning "iroha --version" feature

Note: this update will be possible right after stable and lts branches are updated. Related: [suggestion] Storing a GIT hash while building Iroha for versioning #2502

@Erigara suggested to modify the current issue templates for stable and lts versions after those would display the GIT commit in iroha --version, since https://github.com/hyperledger/iroha/pull/2715 is merged.

After the update, the "GIT commit hash" section should be modified:

First of all, iroha --version command would be suggested to bare-metal Iroha instances.
Secondly, docker exec iroha_iroha1_1 /iroha --version command would be suggested for the Docker users.
Finally, if both commands did not work, an old suggestion to use a git rev-parse --short HEAD command would be left.

Adding this section so we can agree on the change before it is done.
