transfer DAO dCLM8 tokens to accounts with auto expiration and unlimited supply #116

Change the dCLM8 DAO tokens so that there is an unlimited supply of them (instead of the fixed supply in Compound)

Add transfer on the Governance tab for contract owner to transfer them to other accounts. When they're transferred they're still automatically delegated to the recipient.

No one else can transfer their voting tokens to anyone else. This will not be allowed in the contract so you can't do it even in metamask.

dCLM8 tokens should automatically expire so if they have not been voted and burned, they will burn at the time of expiration.

Hi @sichen1234 I am interested in taking up on this issue in any way possible, but will need some guidance in grasping what exactly needs to be done to prepare a PR for the issue. For now the problem statement seems rather conceptual. One natural question I have is that if this issue expects a purely programming answer to solve, or will some additional research be needed for the background as a motivation? For example, what software dependencies am I expected to use?

Finally, could you please assign me the issue if no one else is working on it?

This is just a programming change to the code of the dCLM8 contract for the DAO. Currently it has a limited supply. We want it to have an unlimited supply. Also we want them to automatically expire if they are not used to vote.
