Check commits for notice-authors #95

As maintainers we want to ensure that commits and related PRs are done in a proper way. Commits should have have the same email and name (company email) as mentioned in the NOTICE file.

@choeppler This is basically what we want to achieve , not? If we want to impl. this immediately (e.g. as github action) please vote for it or leave a not at our PO @wfolkendt
