Move inactive maintainers to emeritus status #243

The TOC approved a requirement that maintainers that have not been active in over three to six months be move to emeritus status.

These maintainers have not been active in over one year.

Missed that the PR targeted the main branch. As we use the develop-branch as our default development branch, I put the patch there, as well (8526c803ef6b5cd93c9f3190911f530f2f670bbc). However, I failed to remove it from main, as switching off branch protection somehow wasn't enough. @manoranjith , can you try to remove dc1b6f7a49 from main lest we have merge conflicts later on when we integrate develop...? Thanks
