Extract function in manage script to separate file #790

Not introducing any behavioural changes, it's just break down of manage into 2 files, to make this bit easier to read. Trying to find the script entry prompted me doing this change.

Additionally addressed few shellcheck warnings.

Closing this. A good idea, but didn't get merged and now there are conflicts. Easy enough to do again when needed.
