Add github token to CI secrets

Add an official "Hyperledger" Github User and Token to the CircleCI contexts so it can be re-used by all hyperledger projects.

The place to put it will be https://app.circleci.com/settings/organization/github/hyperledger/contexts. It can be made besu specific if desired or HL generic.
