[ci] Rotate artifactory tokens #33

We need to replace the artifactory token with a generic token for CI and replace the current one that is tied to a user account https://app.circleci.com/settings/project/github/hyperledger/besu/environment-variables ARTIFACTORY_KEY and ARTIFACTORY_USER
