Note that the workflows in https://github.com/hyperledger/fabric-ca/tree/main/.github/workflows also need to be updated to Go v1.21.9.

Note that the workflows in https://github.com/hyperledger/fabric-ca/tree/main/.github/workflows also need to be updated to Go v1.21.9.
Move to Go v1.21.9 and x/net v0.23.0 to address GO-2024-2687.
