Gha improvements #121

-Tests are only run, when needed on PR's. The status check job needs to be added as the gateway for the PR's.

-Image Tag format has been updated. -GHA Updates because of Node.js 12 deprecation in GHA

I think the branch protection and status checks needs to be updated before merging.
