removing 'tests needed' check that skips container builds for tag runs

Do we need to remove/update the Ubuntu 18 build, it fails at the moment: https://github.com/hyperledger/indy-node-container/actions/runs/6156786779/job/16706179940?pr=128

Oh damn... it seems that there are repositories missing. This means that likely NONE of our containers will build oO

I am now investigating the issue. Debian images are building. The problem seems to be with (one of the) ubuntu keyservers

This is a temporary key-server-busy error locally I can reproduce that the build does run through sometimes and fails sometimes....
