We want to keep all but the indy-shared-gha updates. indy-shared-gha v2 is for ubuntu 22.04, v1 is still used for ubuntu 20.04. So I'll submit another PR and then rebase and close this one.

https://github.com/hyperledger/indy-node/pull/1865 was opened to update the action-download-artifact actions. All indy-shared-gha actions need to stay on v1 for the main (ubuntu 20.04) brach. indy-shared-gha v2 is for 22.04.
