Integrate the work done here, https://github.com/hyperledger/indy-plenum/pull/1547, into the Ubuntu 20.04 CD workflows being developed on the ubuntu-20.04-upgrade branch. The changes should be built on the work in https://github.com/hyperledger/indy-plenum/pull/1545, once it's been cleaned up and merged.
