Also set concurrency rules on PR and Push workflows.
- Cancel in progress runs when stating a new one.

Previous PR introduced a bug into the Dockerfile that caused issues when installing libindy for the tests.

Built and pushed a fixed version of ghcr.io/hyperledger/indy-plenum/plenum-build:ubuntu-2204 to get the tests working again.
