Add AWS utils with SNS utils #42

Changes:

Add AWS utils - to create a client
Add SNS utils -
1. To get or create a topic
2. To publish a new message on a topic
3. Helpers
Add SQS utils-
1. To get a queue
2. To create a queue
Added configuration to settings and update .env.example

Notes: Deleted poetry.lock because it was taking too much time after my OS update. The dependencies can be resolved from pyproject.toml or requirements.txt

Did you sign up for the AWS?

No, I haven't tested it yet. It just adds a basic setup and utils for use with AWS components.

Okay. I'll add you as IAM user to the existing Hyperlog account.
