Add bank account information #43

I've added some basic info on opening a bank account as it may be difficult for foreigners.

I'm also working on refining the sections on finding a place to live and registering with the police.

@jgorset, @timkurvers I tried to make this part very concise and contain an Ideal case. But if you want, I may add more personal-related information (i.e. what banks are here, opening hours, etc.) I decided not to add, as that information is likely to change.
