nc_extended() to integrate extended attributes - issue #49 #50

This PR is for attaching extended attributes to the ncmeta() output. Currently, any "time" dimension that conforms to the CF Metadata Conventions will be interpreted with the CFtime package. Other extended attributes can be integrated easily.
