disable publish and package charts workflow

As part of merging all submodules of hypetrace-ingester, we will disable publishing from the individual repo. Just an example PR while we actually plan out merging the below two PRs after final work

I'm surprised we have to do this at all as I would expect the repository to become archived immediately after merged upstream. This would prevent the problem of both continuing to use the stale repo, and prevent it from accidentally deploying.
