[Feature] Disable OSS-GPT by default #906

Description

Since right OSS-GPT does not have lots of practical functionality and the button of OSS-GPT overlaps with the GitHub Copilot Chat button, it will be a disturbance for copilot users.

Could we just set the functionality as disabled by default and users can enable it manually.
