Summary: As a DAO user I want to be able to have a Treasurer Badge, so I can pay out compensation.

AC:

[ ] Add backend functionality so the member holding the treasurer Badge can actually sign payouts.

@leonieherma1 I will add also an action to enable/disable cash redemptions that will be enabled for treasurer badge holders, is that okay?

@Gerard097 @n13 how would that work? I would add it as a setting on the config page, that the admins can change. The treasurer badge holders would then be able to only toggle this one setting?
