Summary As a DHO user I would like to be able to filter by active / inactive members

[ ] add toggle "show only active members" to member filter
[ ] Active member:
- [ ] active assignment
- [ ] active badge
- [ ] recent contribution (last 6 months) - change label on frontend
- [ ] voted in the last 6 months
[ ] update link from homepage (xx active members) to be preselected with filter "active" on members page

@leonieherma1 Instead of sort dropdown, I guess it makes more sense to be toggle (similar to this, it would just be below) so when you toggle its showing active? or it can be show all toggle, so then when its on its showing all when off its showing only active ?

Note: Decide what the categories for "active" are:

Create Circle

[ ] Create Subcircles
[ ] Roles / Badges in Circles
[ ] Members in Circles?
