Clean up organization-wide kanban board

This work is in preparation for getting us to all use the board effectively.

• [x] Decide which issues 'belong' on the org-wide board vs their local repo.
• [x] Close old issues that are present on the board.
• [x] Decide on a cohesive set of labels (add new ones, remove old ones)
• [x] Scour existing repos for issues that are not present on the board but should be. Tag them appropriately and add them

Rachael and I cleaned up all the old visible issues on the board. I've noticed that there are tons of issues in other repos that might belong here (or should be closed) and have not been tagged or linked to this project.

The relevant repos I think we need to keep track of are:

Thoughts on labels - some of them seem to live in multiple repos, but some don't. Our init labels seem to exist everywhere but labels like 2023-agm only live in the repo where they were created. We should go through the relevant repos and make sure the labels are consistent. I'm also seeing colour discrepencies and that makes me worry that the 'operations' label from hypha.coop repo is not the same one as the 'operations' label from 'organizing'...

There was once an automation that syncs labels, but it was a weird thing that works sometimes 😅

I added appropriate labels to all relevant repos and colour matched them so they're usable on the org-wide as filters.
