Store VitalSource assignments on the DB in Canvas #3329

As part of https://github.com/hypothesis/lms/issues/2527 we want to also store VitalSource canvas assignments in the DB.

We need to:

This was tied to https://github.com/hypothesis/lms/issues/2527 as part of storing every Canvas assignment on the DB but that's now on hold.

If we revisit this it would be in the context of using VS in other LMSs
