Continue the cleanup from https://github.com/hypothesis/lms/commit/886d271337d81c9353f0d975d426b8258c12bfb7 and 3cee7f526af272e7adc4d15ed6dccb1a2e8bf1af

Move assignment related methods from course service to AssignmentService.
Apply assignment deduplication (when joining by courses) in get_assignments.
Remove CourseService.get_assignment and replace it with calls to AssignmentService.get_assignments.
